Carmine Gargano of Brooklyn, claims he doesn’t speak English so he didn’t know he was applying for Medicaid, lawyers say. Gargano and his wife were charged June 14, 2010 for Medicaid fraud of $33,509 over a time period of more than four years. Meanwhile the couple were managing at least 13 properties. During the time of the welfare payments, the Gargano’s made more than $500,000 in mortgage payments to banks.
